Public asked to comment on draft conceptual alternatives for operation of former Badger Army Ammunition Plant as the Sauk Prairie Recreation Area

FITCHBURG, Wis. – The public is invited to share their comments on the preliminary vision and goal statements and three draft conceptual alternatives prepared by Department of Natural Resources planners for future development and operation of the Sauk Prairie Recreation Area, formerly known as the Badger Army Ammunition Plant located between Baraboo and Sauk City.
Alternative 1: No action
The property will have limited public access for the nature based outdoor activities of hunting, trapping, fishing, hiking, and cross country skiing. Public access to cemeteries on the property will be maintained. No additional funding will be spent on restoration or property development. Any structures or debris left on the property at the time of the land transfer will remain. The department will restrict access if there are any public safety concerns.
Alternative 2: Ecological restoration emphasis
Under this management alternative, the primary emphasis is on restoration work of the grassland ecosystem. A variety of management tools will be used to maintain grassland and savanna. No development is proposed, and access will be limited to pedestrian use. Most remaining infrastructure, buildings and debris would be removed. Visitors would enjoy a perceived remoteness and quiet. Recreation opportunities will be limited to the nature based outdoor activities of hunting, fishing, trapping, hiking and cross country skiing. There would be limited vehicle access and no permanent DNR staff stationed at the location, interaction with DNR staff would be limited. Volunteers would promote community participation in educational activities.
Alternative 3: Outdoor recreation emphasis
Under this management alternative, the primary purpose is getting users onto the property. Visitors would be offered a variety of outdoor recreational experiences while providing interpretive and educational opportunities related to the property’s history and restoration efforts. The visitor experience will include a higher level of development and accessibility. Opportunities for the nature based outdoor activities of hunting, fishing, trapping, hiking and cross country skiing will be provided as well as opportunities for biking, horseback riding, motorized use and a shooting range, picnic areas, viewing areas and a fishing pier. This alternative also projects selectively siting and constructing (through community partnerships) a new visitor center with interpretation and education opportunities; the center could also serve as a trailhead facility near the railroad corridor, which will serve as a designated recreation corridor in the future. Areas of grassland and shrub land compatible with low-impact recreation trails would be restored.

Wisconsin’s northern and Mississippi River zone duck seasons open Sept. 22

MADISON – Hunters looking forward to the opening of Wisconsin’s 2012 duck season in the northern and Mississippi River duck zones on Sept. 22 should find good numbers of ducks, according to state wildlife officials.

“We will see what fall water conditions look like, but there is the potential for Wisconsin waterfowlers to have a really enjoyable hunting season,” said Kent Van Horn, migratory game bird ecologist for the state Department of Natural Resources.

“Continental breeding surveys that have been ongoing for 57 years reported record high numbers of ducks this spring.

However, even with excellent continental breeding indications, local water levels and scouting will be the most important factors when pursuing ducks this fall, Van Horn said. “Though many areas are still dry, these conditions have promoted excellent growth of wetland vegetation.

This means if water levels rise, migrating waterfowl will find plentiful food on the landscape. Wisconsin is fortunate to have 15,000 lakes and many miles of large rivers that will provide water for fall migrating ducks even during dry conditions.”

Many of the ducks harvested in Wisconsin come from birds that breed in the state’s wetlands. The four most abundant ducks in Wisconsin’s fall hunting harvest are mallards, wood ducks, green-winged teal, and blue-winged teal, Van Horn said.

Wisconsin Deer Trustee and Review Committee Release Final Report

In their final report, Wisconsin’s White-Tailed Deer Review Committee, consisting of Dr. James Kroll, Dr. David Guynn and Dr. Gary Alt, recommended many significant changes in Wisconsin’s deer management program.
In the report released to the public on July 9, they suggested the state implement a Deer Management Assistance Program similar to what is done in 20 other states.
They also called for a more passive approach to CWD management in southern Wisconsin and the continued use of the Sex-Age-Kill model for determining deer populations on a statewide basis, rather than in individual deer management units.
The 135-page report offered recommendations in these areas:
  • population management
  • hunting regulations
  • seasons and bag limits
  • predator studies and management
  • chronic wasting disease
  • harvest data collection
  • herd health and productivity
  • habitat
  • people
  • DNR research and technical publications
  • Conservation Congress
  • and DNR personnel
  • A seven-page Executive Summary lists these recommendations, which are spelled out in the full report.

Proposed Black River Falls Elk Herd

Considerable public interest and adequate habitat within Jackson County has driven the Department to consider release of a second elk herd.
Following the successful reintroduction of elk to the Clam Lake area, an interested and dedicated group of sportsmen known as the Jackson County Wildlife Fund (JCWF) proposed the concept of reintroduction of elk to eastern Jackson County.
The Jackson County board adopted a resolution in support of the reintroduction of elk to public lands in eastern Jackson County. The JCWF forwarded their proposal to the Wisconsin DNR.
The Wisconsin DNR, after determining that historical and adequate elk habitat existed in the Black River area, conducted public meetings in March of 1999 and September of 2000 to determine if public support existed on a community level. The three meetings held in September of 2000 showed support among the public.

MADISON – State wildlife officials say that the time has come to revise the Wisconsin Wild Turkey Management Plan and they are urging hunters to consider attending one of 11 public input meetings in April and May.
Since wild turkeys were re-introduced into Wisconsin in the 1970s, their population has flourished, according to Scott Walter, upland wildlife ecologist for the Department of Natural Resources.
“Turkeys can now be found throughout the state, and feedback from hunters, landowners, and others has prompted us to take a fresh look at the statewide Wild Turkey Management Plan, last revised in 1996,” Walter said. “The chance to hear the ideas, concerns, and opinions of the public will be crucial to this process.”
The public input meetings are intended to both share information on wild turkey management and gather information from hunters, landowners, and others about the turkey population where they live, hunt, or farm. Meetings should last no longer than two hours, and are open to the public – no registration required. Meeting attendees will be able to view a presentation giving the historical background of the existing Wild Turkey Management Plan and explaining current revision efforts. There will be opportunities during the presentation for attendees to ask questions and discuss turkey management issues.
“Anyone interested in the opportunity to discuss local turkey management issues, hunting seasons, and any other wild turkey topic is encouraged to attend,” Walter said.
Attendees also will be able to fill out a survey in person. Anyone who is unable to attend a meeting can view the same presentation and fill out the same survey online at their convenience starting on April 19. Under current Wisconsin law, a $40 annual guide license is required of individuals who guide others in fishing, hunting or trapping.

The are currently no requirements or qualifications to become a licensed guide in Wisconsin except that a person must be 18 and, for hunting or trapping, a state resident.

Deer hunter forums to be held around state and on the Internet

Everyone interested is encouraged to attend the meetings that cover deer management in areas where they hunt or live, but are also welcome to attend any of the meetings.

MADISON – The deer hunting seasons might still be months away, but the Department of Natural Resources is already gearing up with a series of deer hunter forums in March. Anyone interested in the opportunity to discuss local deer management issues, hunting seasons, and any other deer topic is encouraged to attend.

Wisconsin has long been known as one of the most publicly-driven deer management programs in the country. And in recent years, thousands of volunteers have gotten involved in deer research projects providing data to estimate the size of the herd and sharing personal observations about hunting success, season structure, and the herd itself.

The March deer hunter forums will put the public in direct contact with the local biologist responsible for managing the local deer herd, and are intended to both share information about deer management and gather information from hunters about deer where they live, hunt or farm.

The format of meetings will vary, but in many cases the local wildlife biologist will provide a brief presentation followed by a question and answer period. Some meetings may also have an open house format, allowing attendees to stop in anytime during the scheduled time.

Everyone interested is encouraged to attend the meetings that cover deer management in areas where they hunt or live, but are also welcome to attend any of the meetings.

If unable to attend a live forum, for the first time this year the public will be able to get unit-specific information and contribute feedback through the DNR website. Check the DNR home page for updates.

Deer and turkey callers are invited to show their stuff in the Journal Sentinel Sports Show Calling Contest presented by The Sportsman Channel.

The contest will feature an "American Idol" format in which contestants will perform and interact with the judges. Calling skill, as well as creativity and entertainment value, will be rewarded.

The contest will have deer and turkey categories. Contestants in the deer category will be evaluated on rattling and grunting. In the turkey category, contestants will be rated on typical hen calls and gobbling.

Youth and adult divisions will be offered in both categories. Thirty adults and 10 youth will be chosen at random from applications received for each category.

The 2012 Journal Sentinel Sports Show runs March 7-11 at the Wisconsin Exposition Center at State Fair Park in West Allis. Preliminary rounds of the calling competition will be March 8 and 9. Finals will be March 10.

First-place cash prize for adults is $500, second place is $200 and third place is $50. Youth prizes are $150 for first, $75 for second, $50 for third and $25 for fourth and fifth. Trophies and ribbons also will be awarded.
