Is the Natural Resources Board dead in the water, now, due to Gov. Walker’s budget proposal stripping it of oversight authority over DNR?

MADISON -- Proposed rules related to deer management, hunting, and implementation of the 2012 White-tailed Deer Trustee's Report and white-tailed deer population objectives for Wisconsin deer management units are among the issues the state Natural Resources Board will take up at its February 25 meeting in Madison.

The meeting will begin at 8:30 a.m. on Wednesday, February 25, in Room G09, State Natural Resources Building (GEF 2), 101 South Webster St., Madison.

The board will also consider:

• proposed revisions to administrative rules intended to provide consistency and standardization of eligibility and reimbursement standards for the state, counties, and municipalities for their assistance with Department of Natural Resources law enforcement programs, such as all-terrain vehicle, snowmobile and boating.
• a request for the state parks program to undertake a master plan amendment process at Rib Mountain State Park for the purpose of expanding the Granite Peak Ski Area;
• a request for public hearings for emergency and permanent rules related to the DNRs environmental analysis and review program;
• making adjustments to laboratory certification and registration program fees.

The board will also hear updates on the history of the Natural Resources Board and the proposed 2015-17 DNR budget.

The public may testify at board meetings on topics open for public comment (listed on the agenda) and during the citizen participation period. The deadline to register to speak at the board meeting or to submit comments is 11 a.m. on Friday, February 20, 2015. Board meetings are webcast live. People can watch the meeting over the Internet by going to the NRB page of the DNR website and clicking on "NRB webcasts" link under the "Meeting materials" tab. Gov. Scott Walker announced major components of his proposed biennial budget at a joint session of the State Legislature Tuesday evening. Among the elements of the Governor’s proposed budget, several would impact the Department of Natural Resources and the Natural Resources Board. In the Feb. 4 issue of the Milwaukee Journal Sentinel, reporters Lee Bergquist and Paul Smith wrote:
The Department of Natural Resources faces fundamental changes under Gov. Scott Walker's two-year budget, with one proposal to freeze state land purchases and another to eliminate the authority of its venerable citizens board.

Preliminary count shows hunters harvested 226,260 deer during the nine-day season No hunting fatalities recorded for second consecutive year EDITOR'S ADVISORY: This news release has been updated to reflect that 2011 was the third safest hunting season on record and not the second. A seventh hunting incident has been reported since the original version of this news release was issued. MADISON – A call around survey of 600-plus deer registration stations all across Wisconsin completed today shows a preliminary harvest total of 226,260 for the just completed nine-day gun deer hunting season, up 3.6 percent from 2010. At the same time, hunters posted the second all around safest season on record. The nine-day harvest numbers are preliminary and are expected to change before a final report is published in late winter. The total does not include harvest information from the archery, October antlerless gun deer hunt, muzzleloader, December antlerless deer gun hunt or late archery seasons. The preliminary nine-day gun harvest count in 2010 was 218,144 and in 2009 was 201,994. “Overall participation was good. We had a 3.6 percent increase in deer harvested compared to 2010 and the reports that we’ve been getting in from the field are that in many parts of the state hunters saw more deer,” stated Tom Hauge, wildlife director for the state Department of Natural Resources. “That said, we do know that not everyone got a deer this year, or saw a deer. The herd in parts of the state is still rebounding and that even within counties with higher harvests, deer aren’t distributed evenly.” A table of county by county harvest (pdf) broken down by DNR region, with a comparison to the 2010 preliminary harvest is available on the DNR Web site. The preliminary tally showed hunters harvested 102,837 bucks and 123,423 antlerless. This compared to 2010 preliminary harvest figures of 102,121 bucks and 116,160 antlerless. Read more here ...
